It looked perfectly in context for me. Batman dumped Robin for this flamboyant guy, thinking it would be more exciting with a grown up man, but later on, as we all know, Bats realized he was really into kids.
"They can do things together Batman and Robin could never do!" "Well, not without going to prison." "True. But if this was South Carolina, they could wind up in prison anyway."
