The perspective of this image does not make it clear that the "big fish hook" is lodged through Purple Pinstripes's upper spine. He's not going anywhere.

As for his pal, he's as safe as any other drowned guy in a water tank can be. As long as the police show up soon, he shouldn't be too bloated.
