That's correct, Paul... homeless people are never clean. There are also no good Asian drivers, Caucasian dancers, or sober Irishmen.
*Sigh*.... what makes this more fun for us, comic book nerds, is that this is a 1940's appearance of Paul Kirk. Yup, this is the guy who would later be the original Manhunter, using his preconceptions of expectations regarding personal hygiene to thwart criminals everywhere!
