Okay, before I bring you up to speed on this saga, let's enjoy this Fun with Out of Context Dialogue! (tm!):
Heh... okay, taken in context, this is because the Shield had lost his powers in the previous issue, and here in Pep Comics #30, it looks like the change is permanent. It was just funny if you momentarily forgot about that and read the previous panel in its most perverse way possible (as is the case with most things).
Dusty, the Not-Very-Sympathetic Boy Detective, thinks this is just awesome:
Okay, Dusty (A) There's no way you can be glad I lost my powers and not come across as a petty jerk and (B) OH MY SWEET GOODNESS I NOW HAVE THE RAW POWER LEVEL OF DUSTY!
So now, we're basically reading Captain America and Bucky stories, only the Shield doesn't have the cool shield that Captain America does. Ironic, no?
And, just in case we didn't have enough reasons to dislike Dusty, it turns out he's a teenage opera fan:
Shut Up, Dusty! (tm!)
