Who the heck were these people? I just can't picture an 8 year-old boy from 1948 saying, "Well, I was going to buy a Marvel comic, but Dr. S. Harcourt Peppard says DC is the way to go...."

I imagine pages like this being directed at parents that would scrutinize comics before buying them for their kids. And I can see some of them being impressed by the credentials listed. I also recall that a lot of these types of actions by the publishers were attempts to prevent what later resulted in the whole Wertham-inspired troubles in the 50s and the formation of the Comics Code.
