Let's take a second and check in on some covers:
Why is Superman building it? Because Superman clearly like building huge things in tribute to himself. He does it all the time. The only question I have is why it isn't in the shape of his smirking face.
The gist of that story was actually kind of head-scratching. Supes was building a museum dedicated to his exploits. Well, according to Lois and Perry White, this was an incredibly egotistical thing to do. So, when the museum served it's duplicitous purposes, Supes turned it into a housing complex.
I'm not a great lover of the Big Blue Boy Scout, but is that really such an arrogant thing to do? Supes keeps a trophy room in the Fortress of Solitude, doesn't he? What's the difference if he lets people share in the mementos he amasses during his exploits? I think Lois and Perry were being a tad bit judgmental here.
Here's a telling gag:
As you saw in earlier posts, the Shield and the Hangman were sucking up to Archie with gusto in the early appearances. But now, they seem to have figured out the future that's coming and are trying to haze the guy. One issue, they're hoisting Archie on their shoulders, and the next thing you know they've turned his head into a football and are literally kicking him around. Resentment is not an attractive quality, folks.

More importantly, why is Superman building a skyscraper with no windows?
He doesn't need windows he has x-ray vision. Anyways if there are no windows and anyone says anything about it, he can than show off and just punch a hole in the wall, so it is a win win for old supes.
They should have killed and dismember Archie when they had the chance.
